Aquia Harbour is the premier gated community of Stafford County, Virginia. We are located approximately 45 miles south of Washington DC, 15 miles north of Fredericksburg and 70 miles north of Richmond. The historic Aquia Creek runs through our community providing a year-round navigable waterway leading to the Potomac River and on to the Chesapeake Bay. Beautiful woodlands surround our homes and give the community the feel of a delightful country setting. “The Harbour”, as we often refer to our community, encompasses over 2,000 acres including 400 acres of protected wetlands. Wildlife abounds; you can watch osprey fish the creek and see deer feeding in the surrounding forest. We are far enough away from the city to see a myriad of stars light the evening skies but close enough to be visiting the sites of Washington, DC in under an hour.

Chief Harman,

Thank You for reminding people to keep their dogs fenced, tied up, or inside (September Harbourview). I take a walk with my dog and 2 year old every day. This past week 3 of those days I was charged by a loose dog. Two ended up being friendly and one, a german shepherd, was about to bite down on my dog when the owner heard my screams from in her house and called her dog back. It is getting to the point where I am scared to walk my dog for fear that he is going to be attacked. What is the appropriate action when a dog is coming at you and you have your dog on a leash and a 2 year old in a stroller? I have heard to carry wasp spray and that it blinds the dog, but then am I liable for hurting that dog even if there was only the threat of attack? I dont want to harm another dog but I dont want my dog to get hurt either.

Hi folks,

Ive gotten varied feedback on my recent Harbourview article about the responsibility of pedestrians to clear the road for vehicle traffic. I love that you guys read my stuff and I genuinely welcome the discussion!

There is however, some misinformation out there that pedestrians have the right-of-way when there are no sidewalks and I want to clear that up. I of course encourage and expect all drivers to be careful of pedestrians; to slow as they are passing pedestrians and of course to give them a wide berth whenever it is safe to do so. This is a neighborhood and people should be able to walk in their neighborhood without worrying about being run down. In addition we run lots of radar to try to keep a lid on the speed.
That being said it is still a matter of fact the right of way belongs to vehicles and it is pedestrians that are required to yield, which is why I encourage the use of our many walking trails.
