  5. July 3 - The business office will close at 3 p.m. for the July 4 holiday
  6. July 4 - Red, White & Blue Golf Tournament. $20 for golf course members and $37 for non-members.

    Its been pointed out to me that I may be providing TOO MUCH information in my GM notes for some of you. Well I never! Lol For this reason I will start the GM Notes with a summary and if you want to get into the weeds you can read on.

    Summary

    Open 30 – Two residents disagree with our attorney that we are not compelled under the POA Act.

    Legislative Report – Working with the Sheriff’s Office and School Board on School Safety.

    Directors Comments – Upcoming events, the POA Act, Friday’s wind storm, taping meetings.

    Treasurer Report – 58 files w/attorney; 55 payment plans, spent $28k in laywer fees, recovered over $70k.

    RFID – Green light drill underway.

    Special Board Meeting – Monday 3/5 7p Business Office Front Entrance Improvements.

    Peace Park Safety Fence – Metal Fence approved.

    Golf Course – Sweep and fill machine approved.

    Health Care Management Resolution - To reduce health care costs.

    HVAC Replacement Harbour Inn – Approved.

    Sand Filter Replacement Harbour Inn Pool – Approved.

    Town Hall – Saturday March 10th 10 a.m. at the Harbour Inn.

    Taping Board Meetings – Motion failed.

    6 Directors - 1 Board Member out sick.

    Special Board Meeting – Monday 3/5 7p Business Office Front Entrance Improvements. This is to discuss with the engineer the various options regarding the 2nd incoming lane.

    Open 30 – Two residents spoke about how they disagree with our attorney that we are not compelled under the POA Act and feel the HOA is required to allow the taping of meetings. A member asked to speak who was not on the agenda and the President said they would be sticking to the requirement

    Legislative Report – Mr. Cavalier talked about the fact that Mosaic is working with the GM to provided screening between the Town Center and Washington Drive. He also spoke about the recent school shooting in Florida and said that Supervisors are working with the Sheriff’s Office and Stafford School Board to make sure Stafford County Schools are safe. Mrs. Shelton was not in attendance but asked that I pass on an invitation to attend her work session on Growth Management next Thursday March 8th at 7pm at Stafford Hospital.

    Directors Comments – Talked about the well attended and much enjoyed Daddy/Daughter dance that was full of “girls screaming and men giggling”. Harbour Games coming 5/5/18, the POA Act, Friday’s wind storm, taping meetings, the “floppy man” on top of the Harbour Inn trying to scare the turkey buzzards away.

    Treasurer Report – 58 files w/attorney; 55 payment plans, spent $28k in laywer fees - recovered over $70k. $2.5 million in RESERVES. New Capital Purchases $93,893.


    GM Report

    GM clarified that AHPOA was under the control of the POA Act until the Va. Supreme Court Dogwood Valley cases of 2008. This case effectively created a criteria for POA's that Aquia Harbour does not meet. This is the assertion of our attorney with the concurrence of DPOR.

    RFID – Green light drill underway. We are deliberately dragging this out to get the 2nd incoming lane in before we go full on. Guidance posts and an arm for entrance AFTER 10pm all on the table.

    Aquia Creek – AHPOA is responsible for the day markers ($1500 each) all the way from Aquia Harbour to the railroad bridge per a 1989 Coast Guard memo. This became apparent during dredging research.

    Peace Park Safety Fence – The Directors voted to go with the Parks Committee recommendation and approved a metal fence vs. a wooden fence for Peace Park which is located next to the business office.

    Golf Course – The golf course requested a sweep-n-fill machine to allow golf personnel to eliminate inconsistency in sand application and increase efficiency and greens recovery. There is expected to be a cost savings.

    Health Care Management Resolution - A graduated benefits package for new employees and an OPT OUT option were approved and are expected to reduce health care costs.

    HVAC Replacement Harbour Inn – The HVAC system is has reached its expected live and the replacement was approved with a caveat that we not replace the system until we rid the Harbour In of the turkey buzzards.

    Sand Filter Replacement Harbour Inn Pool – Approved.

    Town Hall – Saturday March 10th 10 a.m. at the Harbour Inn. Several Directors, Stafford BoCS Jack Cavalier and Cindy Shelton, School Board representative Irene Egan and Jamie Decatur plan to attend for an open Q&A and Delegate Bob Thomas has been invited as well.

    Taping Board Meetings – Directors had a lengthy and respectful debate about the pros and cons of tapings Board Meeting. In the end the motion failed. Board Meetings will not be taped but information will be continued to be pushed out through GM Notes, the Harbour View Newsletter, the electronic newsletter, the meeting minutes, Town Hall’s and the monthly executive summary.
