    Good evening Aquia Harbour! Here are the unofficial GM notes from the Board Meeting tonight.

    Summary

    Open 30 – 3 speakers

    Legislative Update – Reserve at Woodstock

    GM Report – Pools going well, July 4th needs volunteers for 10-2 Lions Park and night time van drivers, Foot Golf Grand Opening July 30th 12-3, Employee Health Care update, three used police cars being delivered at $3,400 for each fully loaded cruiser – they will be black and white. Thank you Manassas Park PD, Front entrance bids due July 11th, dredging mitigation options being considered, election resolution still a work in progress.

    Monthly Late Fee Date (V) – Changed to late after the 10th instead of the 15th to accommodate monthly billing. Approved.

    Harbour Inn Rental (V) – Insurance policy changed. Approved.

    Nominating Committee Procedures (V) – Adopted.

    Online Harbour Gift Shop – Will be reevaluated in 2019 to coincide with our 50th anniversary.

    Fish & Game (V) – Recommended a line item be added to the Parks & Waterways budget to cover the duck blind annual fee. Approved

    Paving – Paving planning will commence once the Board makes a decision on the front entrance bids.
    A named Bill – Discussion about the importance of continuing to market our stalls while we enjoy the benefits of the very popular camps and private lessons.

    Monthly Late Fee Date (V) – Staff requested that the Board change the late date for billing from the 15th to the 10th to accommodate monthly billing. Approved. Monthly or quarterly billing must be paid no later than the 10th to avoid $25 late fee. This will begin August 1st.

    Harbour Inn Rental (V) – Insurance policy changed. We used to require two policies to rent the Harbour Inn and that has been changed to one. The umbrella requirement set in 1998 had become out dated and difficult to secure. Approved.

    Nominating Committee Procedures (V) – Adopted.

    Fish & Game (V) – Recommended a line item be added to the Parks & Waterways budget to cover the duck blind annual fee. Approved

    Treasurers Report – 55 files with the attorney. 68 payment plans. Audit field work went well and they are preparing a report that will include some operational recommendations. No expenditures of mention in April and May.

    Open 30 – Question about POA Act, leaking ceiling at proshop, road issues, no to used police cars, no to AHPOA owned horses for camps & lessons, no to naming bridge after a resident, no to online gift shop, resident work order suggestion. Clarification that no dues to were paid to Northstar – they were paid to the Harbour through Northstar software.

    Legislative Update – Jack Cavalier clarified that the Reserve at Woodstock is only 40 homes and they are only using a small piece of the owned land. All erosion control requirements will be monitored and enforced.

    Committee Report – Parks & Waterways talked about the need for more shade at the Country Club pool, some planned clean up, the new outdoor book exchange going in at Peace Park courtesy of the Girl Scouts and they would like to reopen the HI Pool snack bar for groups to raise money for things like swim team, band etc. and better tracking for park maintenance. Fish & Game talked about bow efficiency and safety classes for deer hunting and received praise from the Board President for answering all questions related to bow hunting in the Harbour.

    Pools Report – Pools are going very well. Residents are enjoying being able to “charge” their memberships and guests at the pool, enjoying the new shade features at the HI Pool and like being able to bring in outside food.

    July 4th Planning Report – The parade, Lions Park picnic, Harbour Inn party, Country Club party and fireworks are a go. No car show this year and possibly no vans if we don’t get more drivers. Guests at the pools on July 4th limited to 3 per family.

    Foot Golf Grand Opening - June 30th THIS SATURDAY 12-3 Come on out for a hot dog a drink and some foot golf. Free soccer ball give aways until they’re gone.

    Employee Health Care – Staff has worked for a year trying to find a cheaper alternative without success. The Board approved an opt out program that goes into effect in October that could register substantial savings.

    Used Police Cruisers – You’ll see them soon. 3 black and white used police cars from Manassas Park PD. $3,400 each and loaded with $18k worth of equipment. All 3 vehicles are in excellent shape. If they hold up the AHPOA will realize a savings over $50k over 6 years.

    Front Entrance Bids – Will be in by July 11th after which the Board will convene a special meeting to select the contractor.

    Dredging Mitigation – Talking with our dredger about building a catch bond to isolate silt.

    Election Resolution – In Progress. The resolution does not seek to change any rules, just get them all into one document.

    Click Pay Online Accounts – Its working! Lots of residents have already posted their July payments, many of them have paid back dues using this system. Those who pay annually were caught a little off guard when they got a statement – but that was done so they could get their registration instructions in case they want to look at their historical bill.

    Paving – Titanic has gotten pretty chewed up in preparation for this year’s paving which has not been scheduled yet. Paving planning will commence once the Board makes a decision on the front entrance bids.

    A Horse named Bill – Directors discussed our new horse, the importance of continuing to market our stalls while we enjoy the benefits of the very popular camps and private lessons and wanted to find ways to make the care of our two horses more cost efficient. The stable manager was praised for creating a “win-win” for Harbour residents with these programs. The GM will follow up on the Directors requests.
