Financial Markers – Staff conducted a limited analysis to track any financial impact on the AHPOA. So far, we are okay. We have a COVID19 relief program in place for those affected (applications can be obtained at the police department). We will continue to monitor these markers and conduct a full analysis at the end first quarter (Apr-Jul).
Website – Weekly meetings with our designer on the new site.
Fireworks – Fireworks and activities for the 4th of July are cancelled. The fireworks contractor has agreed to postpone the show until it can be safely observed by all.
Zoning – I’ve been working with Stafford Zoning to get the answers to some questions that come up time and again and also get the code sections that back up their answers. Eventually these will all be put into a document and made available to residents. In the meantime, here are few surprises.
Can residents use an RV on their property as guest quarters?
NO. This is a Stafford zoning violation.
A tiny home, in-law pod house or RV all fall under the same “HUD Stamp” and require an occupancy permit and can only be occupied in an approved park.
Are residents allowed to rent out a part of their home as a separate apartment (basement, garage apts etc)?
NO. This is a Stafford zoning violation.
A special “accessory dwelling” permit can be obtained from Stafford County for in-law suites but they cannot be rental units and must specifically be designated for family, housekeeping quarters or as a temporary guest unit. Renting a ‘room’ is permitted, however.
Are Home Businesses permitted in a residential areas in Stafford?
YES Stafford County does permit home businesses and issues permits for home businesses that meet certain guidelines.
Are ‘Air B&B’ Rentals legal in Stafford County?
NO Air B&B is not permitted. They do, however, focus on full property occupation/rental situation rather than “room rental with the owner on site” as room rental is permitted so that gets a little “murky”.
State of the Harbour
BUSINESS OFFICE – The office continues to work remotely and is providing ALL services including a new protocol to obtain RFID decals which will be sent with the Friday resident update.
PUBLIC SAFETY – Public Safety staff remains at a 100%.
GOLF COURSE – The golf course is open 5 days a week. Tee times and payments accepted by phone. will be cleaned between uses. The Pro Shop remains closed. Social distancing is a requirement.
BARN – Private (one on one lessons) begin next week.
PLAYGROUNDS – Playgrounds and basketball courts are still closed. Parks, including the dog park, trails and tennis courts are open. Social distancing required. Trying to find a way reopen playgrounds as quickly as we can. CORRECTION - PLAYGROUNDS AND BASKETBALL COURTS OPENED TODAY – under state restrictions of course! Exercise, precautions, no more than 10 people, social distancing, at your own risk etc.!
RFID – New protocol goes into effect Friday to facilitate RFID decals AND placement.
MARINA – The Marina is open – use launch ramp at will. Hours have been expanded to Fri-Sun to facilitate fueling.
POOLS – Phase One Operation implemented. Harbour Inn Pool opens Saturday 5/23 Country Club Pool 5/20 facilitating 1,176 hour block laps per week. https://www.signupgenius.com/go/805094ea4a62ba2fc1-pool

• No more than 10 people at the pool (including life guards)
• Pool deck closed
• One person per lane (not what we wanted but it is a state mandate)
• Through June 12th then we are hoping for a wider opening with less mandates
• Waiver Mandatory (annual pool membership required or daily use rate $3 per use)
• Residents we be billed after receipt of waiver (available at the pools)
Golf course equipment – Encouraged staff to consider other brands of lesser ranking when requesting equipment upgrades.
Country Club restaurant – Contract issue, moved to executive session. The Board praised George White for his curbside delivery operation and keeping the restaurant alive until we get through this.
Draft Nominating Committee Procedures – The Board discussed the 2020 AHPOA Board Nominating Procedures regarding the possibility of electronic collection of signatures in light of COVID19 risks. Staff will liaison with the committee to address this.
Upgrading of flowerboxes at front gate and front wall – Funds were approved back in October from the RECYCLE FUND at the request of a resident to upgrade the Harbour entrance. Directors reviewed the mock ups and will vote on them next week.
Friends and Family RFID Decals – The Board received the proposal in March to allow friends and family (i.e. permanent guests) and a small number of Widewater neighbors to purchase decals under a detailed contract of compliance and use. Several directors expressed an interest to have in on next week’s agenda for discussion and possible vote.
As many of you know, sweet 11-year-old Ella Sorrell lost her battle with cancer this week. So many of you have asked how you can help this devastated family.
